2026 | Technical Mission of the City of Namur to Porto-Novo (Benin)
Namur and Porto-Novo jointly prepare the 2027–2031 CIC Programme
From 24 to 29 August 2026, a technical delegation from the City of Namur travelled to Porto-Novo, Benin, as part of the preparations for the future International Municipal Cooperation (CIC) Programme 2027–2031. Supported by Belgian Development Cooperation and implemented by the Union of Cities and Municipalities of Wallonia (UVCW), the programme aims to strengthen the capacities of local administrations through the sharing of expertise and practices between partner municipalities.
The delegation was warmly welcomed by Mr Rachadou Toukourou, Mayor of Porto-Novo, as well as by the local authorities and municipal departments. The City of Namur delegation consisted of Ms Charlotte Braibant, International Relations Adviser, and Ms Mélanie Collin, International Relations Officer. They were accompanied by Mr Cassien Dossouhouan, National Coordinator of the CIC Programme in Benin.
The mission aimed to assess the current situation, jointly identify priorities and future areas of cooperation, and gain a better understanding of Porto-Novo’s territorial, institutional and administrative context. With this in mind, the future programme will focus in particular on strengthening municipal capacities in the areas of resource mobilisation, information security and access, civil registration, land management and sustainable action, while promoting the sharing of experience and networking among partner municipalities.
Meetings and exchanges on the future programme
A presentation of both Namur and Porto-Novo opened the discussions, followed by meetings with the various municipal departments involved in the implementation of the programme and several field visits. This immersion enabled the Namur delegation to gain a better understanding of the local context, the needs expressed and potential areas for collaboration for the 2027–2031 period.
The mission also highlighted the value of strengthening the sharing of practices and knowledge between the departments of the two cities. The future programme’s main areas of focus were also presented at the Belgian Embassy in Benin.
Finally, a concluding session bringing together the authorities and municipal departments of Porto-Novo provided an opportunity to share the mission’s main findings. These will contribute to defining the priorities of the 2027–2031 CIC Programme and to pursuing cooperation based on the exchange of experience and the strengthening of municipal capacities.
